Gate guards to use new scanner to check IDs Published Oct. 24, 2011 By the 4th Security Forces Squadron SEYMOUR JOHNSON AIR FORCE BASE, N.C. -- The 4th Security Forces Squadron will begin using a hand-held scanner to check ID cards at all base gates starting on Nov. 1, 2011. The initiative is part of the new Defense Biometric Identification System (DBIDS). DBIDS is a Homeland Security and Department of Defense initiative used to manage personnel, property and installation access. The program will allow 4th SFS Gate Guards to verify personnel entering Seymour Johnson AFB by scanning the barcode located on Common Access Cards, or CAC, or any other approved DoD ID card. The process will take three to five seconds per person. For the majority of personnel who enter Seymour Johnson on a regular basis, the transition to the DBIDS system will be seamless. The DoD ID card they currently have in possession now will work with the scanner. However, individuals carrying older cards without a barcode, such as retirees with a Department of Defense Form 2-AF ID card, and retired DoD civilians with an AF Form 354, will need to get a new DoD ID card. These cardholders need to visit the Military Personnel Section Customer Service to get a new version of the DoD Form 2 AF. Their office is currently located in the Bldg 3612, however, will be moving to the brand new Seymour Johnson Support Center once opened. Individuals falling into this category can go at any time to the swap out their cards, however the cards must be swapped out by 1 December 2011. After which time they will have to get a visitor's pass prior to entry. Additionally, dependents of DoD civilians who are authorized base access, will need to be issued a new card for use with DBIDS. For these individuals they must make contact with the Security Forces Pass and ID office in Bldg 2903 or at the Visitor Control Center at Berkley Gate. DoD civilian dependants need the new cards by 1 January 2012, however they cannot start swapping out for their new cards until 1 November 2011. For these individuals requiring new cards, who are 18 years of age and older, they will require two acceptable forms of IDs for a new card, for example an old ID card and a driver's license, or any other identification card which includes a photograph. The customer service offices can provide a complete list of acceptable items. Additionally, some personnel will need to bring in other documentation such as their birth certificate, marriage license, divorce decree or DD Form 214. The customer service office will set up appointments for customers or will accept walk-ins. If you have a question on what is required, please call (919) 722-8677. For anyone under the age of 18, all that is needed is the old ID card. DBIDS will be able to issue short- and long-term installation passes for personnel who are entitled to recurring and unescorted access to the installation, but are not authorized a DoD ID card. Short-term visitors and contractors will be issued temporary passes through the Visitor Control Center. Long-term DBIDS cards will be issued to personnel, vendors and contractors requiring base access for more than 30 days. Current longterm base passes will be replaced in the new system through attrition. The 4th SFS will make every attempt to reduce the strain of implementing the new system for base personnel and the community. Though full implementation is 1 November, you may see the DBIDS system in use at the gate prior to that date as we work through any issues.
