July ORE preparation heats up Published June 29, 2010 By the 4th Maintenance Group SEYMOUR JOHNSON AIR FORCE BASE, N.C. -- The next 4th Fighter Wing Phase I Operational Readiness Exercise, Coronet Warrior 10-04, kicks-off July 19. The exercise will test the preparation and mobilization capabilities of Airmen and Department of Defense employees from across the wing to transition from peacetime readiness into a wartime posture. The objective: The goal grade for the July ORE is an overall SATISFACTORY grade. This grade solidifies the foundation the wing requires to be successful in the following OREs due to the large number of personnel moves during the summer. The August and September OREs will serve as tools to fine-tune the balance of processes and improve the wing prior to the October Phase I ORI. Goals for deployment processing: Units will expend maximum effort so that arriving personnel and cargo at the Personnel and Cargo Deployment Functions are on time and ready to immediately deploy without requiring any further corrections or actions. The PDF and Deployment Control Center will establish and exercise back-up plans for cargo movement operation systems and logistics module failures. The wing will implement the draft installation deployment plan and units will up-channel any last changes before the plan is finalized. - Personnel processing: · 100 percent of identified processors will have their names in the system by prepare-to-deploy order plus 36 hours with substitutions after it is endorsed by the group commander and submitted in writing to the medical group and in-progress review · No chalks will face delays due to lack of personnel during unit assembly · No chalks will face delays due to manifests issues - Cargo suitability: · Of the cargo arriving at the CDF, 90 percent will require no corrections due to improper identification, packing, marking or documentation · There will be no hazardous materials, weapons or classified courier discrepancies · There will be no more than one frustrated increment - Load and safety timing: · No chalks will be late due to missing increments or improper paperwork · There will be no more than two late and one rejected chalks · There will be no leaking, unidentified or improperly labeled HAZMAT cargo · There will be no increments with old shipping stickers or invalid HAZMAT stickers from previous deployments - DCC: · Establish realistic deployment schedule of events for all chalks by RST plus 18 hours · Identify all classified and weapons couriers in DSOE · Establish consistent radio communication with the CDF Goals for command and control: Disseminate the installation control center directives rapidly to the entire base using the Theater Battle Management Core System as the primary method · Ensure 100 percent ICCD compliance · Accomplish 100 percent 4th FW accountability within three hours of the prepare-to-deploy order drop Goals for employment readiness: All players will adhere to basic maintenance practices and attention to detail. There will be no more than two direct safety violations during the entire ORE. All pre-generated aircraft will be accepted within six hours of deployment order (RST). There will be no aircraft rejects or turnbacks for the same discrepancy as a previous aircraft - Aircraft generation: In 24 hours, generate 15 of 18 aircraft - Aircraft regeneration: In 10 hours, regenerate 15 of 18 aircraft Goals for information operations: When presented with a computer virus or classified message incident scenario, 90 percent of 4th FW personnel will use correct Network Incident Reporting Aid procedures. There will be 100 percent approved anti-virus software on all SIPR information systems and networks. Goal for force protection: Door guard briefings to personnel entering facilities will clearly state the current threat, FPCON measures in place and measures to mitigate risks. Door guards will know how to raise an alarm if required, and will understand where and what the UCC is. Base personnel will be knowledgeable of FPCON information as it changes. The UCC will look for and correct discrepancies in implementation of FPCON measures or up-channel a request for assistance. When directed, the entire base will execute correct facility stand-off for 90 percent of facilities within one hour.
