SEYMOUR JOHNSON AIR FORCE BASE, N.C. -- The next 4th Fighter Wing Phase I Operational Readiness Exercise, testing the wing's preparation and mobilization from peacetime readiness into a wartime posture on short notice, takes place June 7-9.
The objective of this ORE is for every participating unit in the wing to receive at least an overall SATISFACTORY grade. This establishes the foundation the wing requires to be successful in following OREs due to the large number of personnel moves during the summer cycle.
The July, August and September OREs will be used as a second set of inspections with the new personnel in-place to refine and improve the wing prior to the October Phase I Operational Readiness Inspection.
Goal for command and control: Disseminate installation control center directives rapidly to the entire base using redundant methods. Ensure compliance with directives is attained. Establish a policy for each unit control center to ensure unit personnel, to include door guards, are fully informed of the information contained in ICCDs.
Goal for information operations: Achieve a 100 percent approved anti-virus software on all information systems and networks.
Goals for employment readiness: Adherence to basic maintenance practices and attention to detail to avoid potential safety issues and problems with forms documentation. No aircraft rejects for the same discrepancy as a previous aircraft.
- Aircraft generation: In 24 hours, generate 15 of 18 aircraft.
- Aircraft regeneration: In 10 hours, regenerate 15 of 18 aircraft.
Goals for force protection: All door guards will fully brief personnel entering facilities on the current threat, force protection condition measures in place and other measures to mitigate risks. Base personnel will be knowledgeable of this information as it changes. All wing personnel will be on the lookout for improper FPCON implementation and report non-compliance to their UCC immediately. The UCC will resolve it or up-channel a request for assistance. When implemented, correct stand-off will be accomplished for 90 percent of facilities within one hour.
Goals for deployment processing:
- Resolve 95 percent of deployment assistance visit team observations by the end of May.
- Establish back-up plans for cargo movement operations system and logistics module failures.
- Run table top exercises to improve baseline deployment schedule of events development efficiency and communication with the unit deployment managers.
- Once this is accomplished, then validate contingency plans during system failures.
o Personnel processing: Maximum of seven disqualifications, none for deployment availability codes. Following Names In System and completion of medical review, zero augmentees pulled from duties to process as deployers unless there are no other personnel who can fill the tasked unit tasking code.
o Cargo suitability: Have 80 percent of cargo arriving at the central deployment function will not require any type of corrections for proper identification, packing, marking or documentation. There will be zero HAZMAT, weapons or classified courier discrepancies.
o Load and safety timing: Maximum of two late and one rejected chalks. No late chalks due to increment monitors not being with pallets or having incorrect paperwork. No cargo with leaking, unidentified or improperly labeled hazardous material.
o Deployment control center: Establish realistic DSOE for all chalks by reference start time plus 18 hours. Identify all classified and weapons couriers in DSOE.
