Wing EVSA to shape future AFSO 21 vision Published Feb. 7, 2008 By Senior Airman Shane Dunaway 4th Fighter Wing Public Affairs SEYMOUR JOHNSON AIR FORCE BASE, N.C. -- Senior leaders from the 4th Fighter Wing will hold an Enterprise Value Stream Analysis in support of Air Force Smart Operations for the 21st Century Feb. 20 and 21 at the log cabin. Colonel Steve Kwast, 4th FW commander, and Chief Master Sergeant Layton Clark, 4th FW command chief master sergeant, will meet with group commanders, group chiefs and their guests to discuss top-level organizational processes, or value streams, and prioritize them in order of importance. "The event will be led by a civilian contractor who works at Air Combat Command," said Maj. Chris Melcher, chief of 4th FW AFSO 21. "He will come down and we will identify eight to 10 of the 4th FW's key value streams by ranking how they meet our goals and their importance. From these rankings, we'll have an idea on where to focus our AFSO 21 efforts to enable us to better fulfill those missions." Each group commander will have an opportunity to invite up to four guests to attend the event in order to gain a greater understanding of the AFSO 21 process and contribute inputs to help identify key value streams within their group. "This is a must-do for the executive council as it will plot the wing's AFSO 21 course for several years," Major Melcher said. "This process will show us where our biggest returns on investment are." According to a letter on Air Force Efficiency Targets written by General T. Michael Moseley, Chief of Staff of the Air Force, and the Honorable Michael W. Wynne, Secretary of the Air Force, ACC is charged to find a way to save $132 million in fiscal year 2009 and $264 million in fiscal year 2010. "This EVSA sets the strategic vision of how the AFSO 21 office and the wing go about achieving those savings and efficiencies," Major Melcher said. The AFSO 21 initiative was created to find innovative and more efficient ways to accomplish the Air Force mission while saving time, money and resources. "We must continue to meet our worldwide requirements even with the combined pressure on our budget," Mr. Wynne said in a 'Letter to the Airmen' written March 2006. "But AFSO 21 is not about cost cutting. It enables our service to take our warfighters of today and grow them into the most effective and efficient thinkers for 2010 and beyond."
